How Much Does it Cost to Create a Single Nuclear Weapon?

Z. Witmond of New York, NY, asks "How much does it cost to create a single nuclear weapon?" and is answered by Senior Scientist & Co-Director of the UCS Global Security Program Lisbeth Gronlund, Ph.D.

There isn’t a simple answer to this question, in part because government data on the costs associated with nuclear weapons are often inconsistent or incomplete. (The most authoritative publicly available information is from Atomic Audit, published in 1998.)

Nuclear weapons have two basic parts: the warhead or bomb, and the delivery system. The United States has bombs that can be delivered by aircraft and warheads that are deployed on air-launched cruise missiles and land-based and submarine-based long-range missiles. The Department of Energy (DOE) is responsible for building and maintaining the warheads and bombs, while the Department of Defense (DOD) takes care of the delivery systems.

The United States hasn’t built a new nuclear warhead or bomb since the 1990s, but it has refurbished several types in recent years to extend their lifetime. The DOE is currently refurbishing as many as 2,000 submarine-based W76 warheads at a cost of roughly $2 million each. 

Next up for life extension is the B61 bomb. It will undergo much more extensive modifications than the W76, and the estimated price tag reflects this: It will cost $8 billion to $10 billion to refurbish 400 to 500 B61 bombs—about $20 million each. 

The United States plans to replace its entire arsenal with a suite of five new weapon types over the next 25 to 30 years, violating the spirit if not the letter of President Obama’s 2010 pledge not to develop new nuclear warheads. Dubbed “3+2,” the plan would result in three weapon types for long-range missiles, and two for delivery by aircraft. One would be deployed on an air-launched cruise missile and one would be a bomb. Ultimately, the plan calls for some 3,000 of these new weapons at an estimated cost of $60 billion, or $20 million each. However, it likely will be cheaper to renovate the B61 than build one of these new weapons, so $60 billion probably underestimates the cost. 

The delivery systems are more expensive: The Minuteman III land-based missiles, which carry one warhead, cost about $50 million each in today’s dollars. The DOD is modifying them to extend their lifetime at a cost of about $15 million each. Thus, the cost of each deployed land-based nuclear weapon would be roughly $85 million.

The DOD also is modifying Trident submarine-based missiles—which initially cost about $100 million each—to extend their lifetimes at a cost of about $140 million apiece. 

The Navy’s plan is to replace 12 of its nuclear-armed submarines starting next decade, at a cost of some $8 billion each. Each new submarine would carry 16 Trident missiles that likely would have four warheads, for a total of 64 warheads per vessel. Thus, the total cost for each submarine-based nuclear warhead would be roughly $200 million.

The W80 warhead, meanwhile, is deployed on air-launched cruise missiles and would be delivered by B52 bombers. The cruise missiles cost roughly $1 million each. The bombers, which were built back in the 1950s at a cost of $650 million each in today’s dollars, can carry 12 cruise missiles—for a per warhead cost of $55 million. Adding in the cost of a new warhead would bring the total to $75 million per deployed weapon.

Finally, B61 and B83 bombs would be delivered by B2 bombers—the so-called stealth bomber. It cost some $80 billion to develop and build 21 of these planes, or $4 billion per B2 bomber, and the current life extension program will cost $10 billion. Each can carry up to 16 bombs, so the total cost of each deployed bomb would be roughly $270 million, taking into account its share of the bomber. 

What does all this add up to? Assuming the DOE and DOD plans move forward, and the United States makes further modest reductions in its deployed and reserve arsenal (to a total of 3,000 weapons) the United States will spend some $250 billion on new nuclear warheads and delivery systems in the next few decades. That's roughly equal to 30 years of federal funding for Head Start programs for kids at 2012 enrollment levels.

Report: Trump Organization planned to give $50 million penthouse to Putin amid Moscow deal

WASHINGTON -  The Trump Organization planned to offer a $50 million penthouse suite to Russian President Vladimir Putin amid negotiations over a real estate deal to build a Trump Tower in Moscow, according to a report by BuzzFeed News. 

The bombshell report includes Felix Sater, a longtime Donald Trump associate accused of having Russian mafia ties, telling BuzzFeed News that he and Michael Cohen, the president's former attorney and fixer, thought giving the suite to Putin could help sell other apartments. 

"In Russia, the oligarchs would bend over backwards to live in the same building as Vladimir Putin," Sater told BuzzFeed News. "My idea was to give a $50 million penthouse to Putin and charge $250 million more for the rest of the units. All the oligarchs would line up to live in the same building as Putin."


BuzzFeed notes other unnamed officials confirmed the existence of the plan and the officials said Cohen discussed the idea with a representative of Dmitry Peskov, Putin’s press secretary.

It's unclear whether Trump was aware of the plan, which never came to fruition due to the Trump Tower deal in Russia falling through. 

Sater, a Russian immigrant who spent a year in prison for a 1991 stabbing, told the news organization that Cohen, at the time, remarked that it was a "great idea." 

Cohen's attorney, Lanny Davis, declined to comment on the report when reached by USA TODAY. Rudy Giuliani, a lawyer for President Trump, said the story was "unknown to the president."

Giuliani added the project was "too premature for anything like that" and called the idea to give Putin a suite "crazy." 

The revelations come at a time where the president's Trump Tower deal in Moscow has come under intense scrutiny by special counsel Robert Mueller, who is examining Russian interference in the 2016 election. 

On Thursday, Cohen pleaded guilty in federal court in New York to lying to Congress about the plan to build a Trump Tower in Russia all in the hope of shielding Trump from criticism. 

Court documents filed as part of Cohen's plea deal detailed Trump's business dealings in Russia lasted longer during his campaign than previously acknowledged.

Federal prosecutors said Cohen lied when he submitted an Aug. 28, 2017, letter to the Senate and House intelligence committees. The letter said the project had ended by January 2016, when planning continued months longer during the presidential campaign.

Prosecutors said that Cohen lied to the committees to “minimize links between the Moscow Project and (Trump) and give the false impression that the Moscow Project ended before the Iowa caucus and the very first primary in hopes of limiting the ongoing Russia investigations.”

Sater, who had a large role in developing the Trump SoHo Hotel in New York, is also under scrutiny in Mueller's investigation.   

He wrote an email to Cohen in 2015 bragging about his ties to Putin, according to the New York Times. "Our boy can be president of the USA and we can engineer it," Sater wrote in one of the emails. "I will get all of Putin's team to buy in on this." 

The Times noted that Cohen never replied to the emails and viewed them as "puffery." Sater, who spent a year in prison for stabbing a man and later scouted for Trump investments in Russia, said he was simply expressing "enthusiasm" for the Trump Organization.

FBI Raids Trump's Former Chicago Tax Attorney Who Saved the President $14 Million in Property Taxes

The FBI raided the offices in Chicago of one of President Donald Trump’s former attorneys, Edward Burke, who is a member of the city council. Burke’s small firm represented Trump in Chicago over tax matters, obtaining $14 million in relief from property tax assessments over 12 years on the president’s flagship Trump Tower in that city.

The FBI confirmed the raid on the morning of Nov. 29 to CBS Chicago and to other news outlets, but noted warrants were executed in “multiple locations today.” That included both Burke’s law offices and his City Hall office. Office windows in both locations were covered in butcher paper after the FBI entered.

Burke represented Trump for 12 years in property-tax matters in Chicago. No details are available about the reason for the raids. The timing is coincident with Special Counsel Robert Mueller obtaining an additional guilty plea from Trump’s former lawyer and “fixer” Michael Cohen.

Burke’s aldermanic and law offices didn’t immediately reply to requests from comment from Fortune.

Burke stopped representing Trump in May in a sharp break. In letters filed in county courts and to a state property tax appeal board, Burke said “irreconcilable differences” with the Trump Organization led him to halt his work on behalf of the firm entirely. He stepped aside in five cases in progress that argued for millions of dollars in refunds of property tax.

Burke’s wife, Anne Burke, was sworn in the same day to another term on the Illinois Supreme Court. Burke will seek another term as alderman, Chicago’s term for city council members, in city elections held February 2019. Burke has held his position representing Chicago’s 14th Ward since 1969.

Ukrainian President Petro Poroshenko has urged Nato to send ships to the Sea of Azov following a naval confrontation with Russia off Crimea.


He told Germany's Bild newspaper he hoped the ships could be relocated "to assist Ukraine and provide security".

On Sunday, Russia opened fire on three Ukrainian ships and seized their crews in the Kerch Strait between the Black Sea and the Sea of Azov.

Nato has expressed "full support" for Ukraine, which is not a member state.
Amid worsening relations on Wednesday, Russian President Vladimir Putin accused Mr Poroshenko of creating the naval "provocation" to boost his ratings ahead of 2019 elections.

President Poroshenko has implemented martial law across Ukraine's border regions for 30 days in response to the crisis.

What did Poroshenko say?

In the interview with Bild, Mr Poroshenko said Vladimir Putin wanted "nothing less than to occupy the [Azov] sea".

"Germany is one of our closest allies and we hope that states within Nato are now ready to relocate naval ships to the Sea of Azov in order to assist Ukraine and provide security," he said.

"We cannot accept this aggressive policy of Russia. First it was Crimea, then eastern Ukraine, now he wants the Sea of Azov. Germany, too, has to ask itself: What will Putin do next if we do not stop him?"

A Nato spokeswoman would not comment directly on Mr Poroshenko's request, but stressed that "since Russia's illegal annexation of Crimea in 2014, Nato has substantially increased its presence in the Black Sea."

Earlier this week, Nato chief Jens Stoltenberg called on Russia to free the Ukrainian ships and sailors and said the bloc would continue to provide "political and practical support" to Ukraine, which is a Nato partner country.

'Hardly likely'

The call for Nato to deploy warships to the Sea of Azov raises a variety of diplomatic and practical problems.

In strict legal terms Russia and Ukraine share access to its waters under a 2003 treaty. This though specifically states that warships from third countries can only enter the Sea or make port visits there with the express permission of the other party.

Russia is hardly likely to give such permission. In practical terms it could easily block the Kerch Strait as it did earlier this week by placing a merchant vessel across the channel.

Nato in any case might see such a visit as more likely to inflame tensions.

It's more likely that Nato might seek to boost its naval deployments to the Black Sea where its members - Bulgaria, Romania and Turkey - are uneasy about Russia's more assertive behaviour.

Indeed the alliance says that its vessels have already spent some 120 days on patrol or exercises in the Black Sea this year, compared with 80 in 2017.

What happened off Crimea?

At least three Ukrainian sailors were wounded when Russian FSB border guards opened fire on two Ukrainian gunboats and a tug off Crimea.

The peninsula was annexed by Russia in 2014, but officially remains part of Ukraine.

The naval boats had been sailing from Odessa to Mariupol, a Ukrainian port on the Azov sea, when they were confronted by the FSB vessels.

Ukraine says Russia is deliberately blockading Mariupol and another port, Berdyansk, preventing ships from getting through the Kerch Strait.

The 24 captured Ukrainian sailors have now been given two months in pre-trial detention by a court in Crimea.

Russia's decision to open a bridge across the Kerch Strait earlier this year had already exacerbated tensions.

What did Putin say?

The Russian president said the incident was "undoubtedly a provocation".

He said that it had been organised by Ukraine's authorities "and, I think, the incumbent president in the run-up to the Ukrainian presidential election in March 2019".

Mr Poroshenko has low popularity ratings. Recent polls suggest that only about 10% of the electorate plans to vote for him next year, with nearly 50% saying they would not vote for him under any circumstances, the Kyiv Post newspaper reported.

Mr Putin added that the Ukrainian president's decision to impose martial law after a mere "border incident" was extreme, because martial law was not even imposed at the height of the conflict with pro-Russian separatists in eastern Ukraine in 2014.

Mr Putin insisted that Russia's military response was appropriate as the Ukrainians had "trespassed" into Russia's territorial waters.

Ukrainian officials published a map on Wednesday, placing all three Ukrainian boats just outside Crimea's territorial waters at the time they were seized.

What other reaction has there been?
Western governments have backed the Ukrainian government.

On Wednesday the EU strongly condemned Russia's actions but failed to agree on new sanctions against Russia.

After three days of debate, the EU issued a statement expressing "utmost concern about the dangerous increase of tensions" and dismay at the "unacceptable" use of force by Russia.

It called on Russia to release the ships and their crews and respect Ukraine's sovereignty. Poland had wanted new sanctions on Moscow while Germany and France stressed the need to ease tensions.


US President Donald Trump has also said he may cancel a planned meeting with Mr Putin on the sidelines of the G20 summit in Buenos Aires later this week.

MOSCOW (Reuters) - The Kremlin on Thursday denied a Ukrainian allegation that Russia was restricting shipping near Crimea as part of what Kiev said was a de facto blockade of its ports on the Sea of Azov.


Ukraine’s infrastructure minister, Volodymyr Omelyan, earlier on Thursday accused Russia of barring ships from leaving and entering the sea, days after Moscow seized three Ukrainian naval vessels and their crews.

Speaking to reporters on a conference call, Kremlin spokesman Dmitry Peskov said he was unaware of any such problems and said shipping traffic was moving normally through the Russian-controlled Kerch Strait which separates the Black Sea and the Sea of Azov.

Peskov said delays did sometimes occur in the area as a result of bad weather however.

Russia annexed Crimea from Ukraine in 2014.

In September, Mazor Robotics Ltd., an Israeli biotech firm that develops robotic surgical systems, said it was being acquired by Irish-American medical device company Medtronic for a sum of $1.64 billion, the biggest-ever “exit” for an Israeli biotech company. While in August last year, US biopharmaceutical firm Gilead Sciences, Inc. said it had agreed to buy the Israeli-founded Kite Pharma for about $12 billion in an all-cash deal. The technology at the heart of Kite Pharma’s cell therapies was created by Prof. Zelig Eshhar from Israel’s Weizmann Institute of Science.

“Deep scientific understanding is the key to the development of personalized medicine,” said by email Gil Granot-Mayer, the CEO of Yeda Research and Development Co. Ltd, the technology transfer unit of the Weizmann Institute of Science, which commercializes technologies.

“Our ability to understand the personal drivers of diseases on a molecular level and to develop tools for diagnostic prevention and treatment are all based on that deep understanding and top-level capabilities.”

Israel has “wonderful innovation” in health technologies, Granot-Mayer said, but much of it is not developed. “If the ecosystem is not well developed, we will still face low chances of successful commercialization and value creation,” he said.

And here enters the non-profit organization, 8400 The Health Network, which aims to create just that ecosystem to help Israel attain its full potential in a field that could by far be one of its biggest growth engines going forward.

“Our vision is to use the country’s intellectual and digital assets and human capital to accelerate cures for critical global health challenges, while at the same time building a powerful growth engine for Israel,” said Dapha Murvitz, the CEO and a co-founder of the non-profit organization.

The 8400 network, founded in June 2017 by billionaire Marius Nacht, the co-founder of $17 billion cybersecurity firm Check Point Software Technologies Ltd. aims to gather the brightest brains at the intersection of health and technology to boost Israel’s position as a life sciences powerhouse. Murvitz co-founded the 8400 network together with Nacht and Yair Schindel.

The idea is to set up leadership programs to create a network of 400 people over eight years, hence the NGO’s name, 8400 (it also recalls the legendary elite 8200 army intelligence unit, which has spawned many of Israel’s tech entrepreneurs).

The 8400 network has already recruited its second cohort of 66 members for its leadership program, said Murvitz.

The cohort is made up of healthtech professionals, entrepreneurs and government officials, members of the academia and local hospitals and universities tech transfer divisions, who will join forces and brainstorm on projects to help promote the industry, and help address gaps in the ecosystem in areas such as regulation, funding and collaboration in big data.

“The only way to capitalize on the potential of our healthtech industry is through the coalescing of all of the different stakeholders across sectors and silos, so they can learn and create solutions together to overcome the hurdles,” said Murvitz.

The idea is to get these brains together and learn the best practices of life-sciences ecosystems around the world, and map out the bottlenecks, break down silos and remove hurdles that curb the growth of the ecosystem, she said.

The new cohort members who are joining the 8400 leadership program get to work together for 18 days over eight months – 12 of them in Israel and the remaining days at Harvard Business School, to take part in a senior executive leadership program, designed together also with the Mendham Investment Group in New Jersey.

They then join the 8400 network as active members to work toward a common goal.

“There is something about the Israeli mentality that allows innovative culture: the systems, organizations, are quiet open and flexible to changes,” said Dr Nathalie Bloch, who heads the newly set up ARC-Sheba Innovation Center at the Sheba Medical Center in Tel Aviv.

The Medical Center seeks to upgrade the hospital’s healthcare system by teaming up with, investing in and developing new technologies, with a focus mainly on digital health, and specifically on areas like precision medicine; big data and predictive analytics; telemedicine; and mobile health, she said in emailed comments to The Times of Israel.

Israel has many advantages over other countries, she said. “We have an ID number to every person and this ID is being used everywhere so one can really follow a continuation of care throughout the whole cycle.”

In addition, she said, “We have only four HMOs and there is a national healthcare law where it is mandatory to have healthcare coverage. This means we can know all the medical history of every person in Israel. This is a huge advantage when one wants to develop a comprehensive data warehouse and predictive models.”

Granot-Mayer, Bloch and Grossman are today all members of the 8400 network.

There are however many challenges ahead that stand in the way of Israel reaching its potential: startups at early stages of development still have a “huge problem” to get funding, said Granot-Mayer. The nation also needs to make sure it builds up a talent pool that has the ability to both create and lead the Israeli companies that stem out of these technologies.

Regulation can also be a huge stumbling block, said Sheba’s Bloch.

“The fact we need always to protect our patients makes things slow and convoluted,” she said. “Startup companies can’t wait too long — every day costs them money and they can ‘die’ by the time we get all the necessary approvals.”

Hospitals must also be provided with programs to help them change their business models to support them build the right infrastructure for data and analytic tools, while regulation, “which is quite behind” must be updated to allow hospitals to pilot new technologies and make use of cloud infrastructure, Bloch said.

“Strategic partnerships with large pharma and IT organizations; investment in infrastructure, education and disruptive regulatory innovation — are all important factors toward realizing” the dream of Israel leading the way in healthcare going forward, said Camp4’s Grossman. “Execution, though, requires dedication, passion and true collaboration across the board.”

Twitter has banned a fake Vladimir Putin account for impersonating the Russian leader. But in a bizarre turn of events, the real Putin had been following his imitator for the past several years, reports the Business Insider.

The now-removed @putinRF_eng was believed to be Putin's english-language presence on Twitter, complete with a profile pic of the statesman and a cover photo of the Kremlin, and was one of just three accounts followed by the real @PutinRF -- the others include the Russian government and PM Dmitry Medvedev. It had over a million followers and was active for six years before the takedown.

The fake account mainly posted official links to Putin's public appearances and had even been featured in reports by news organizations like the BBC. In a tweet, Twitter said it "suspended @putinRF_eng for impersonation based on a valid report we received from Russian officials." The same tweet also contained a link to its impersonation policy, which states: "Twitter accounts portraying another person in a confusing or deceptive manner may be permanently suspended." But it's still unclear who was behind the fake account.
Earlier this year, Twitter revealed it had suspended 70 million accounts in May and June as part of its fight against misinformation. Many of those were believed to be bots and retweet-spamming accounts. Before that, in 2017, it had removed more than 200 Russian-backed bot accounts. Of those, 22 were matched to the Russian Facebook pages that had bought ads to sow divisiveness among the American public during the 2016 presidential election.

The suicide rate in the US is at its highest point in at least 50 years, leading to a decline in life expectancy, new research has found. 

There were more than 47,000 suicides last year, up from a little under 45,000 the year before, according to US government records.

Drug overdose deaths also continued to climb, surpassing 70,000 last year, in the midst of the deadliest drug overdose epidemic in US history.

Overall, there were more than 2.8 million US deaths in 2017, or nearly 70,000 more than the previous year, which was the most deaths in a single year since the government began counting more than a century ago, the Centers for Disease Control and Prevention (CDC) said.

The increase partly reflects the nation’s growing and aging population but it’s deaths in younger age groups – particularly middle-aged people – that have had the largest impact on calculations of life expectancy, experts said.

For decades, US life expectancy has been increasing, rising a few months nearly every year. 

Now it’s trending the other way: it fell in 2015, stayed level in 2016, and declined again last year, the CDC said.

“These sobering statistics are a wake-up call that we are losing too many Americans, too early and too often, to conditions that are preventable,” Dr Robert Redfield, the CDC’s director, said in a statement.

The nation is in the longest period of a generally declining life expectancy since the late 1910s, when World War I and the worst flu pandemic in modern history combined to kill nearly one million Americans. 

Dr William Dietz, a disease prevention expert at George Washington University, sees a sense of hopelessness.

Financial struggles, a widening income gap and divisive politics are all casting a pall over many Americans, he suggested. 

“I really do believe that people are increasingly hopeless, and that that leads to drug use, it leads potentially to suicide,” he said.

The death rate from drug overdoses rose 10 per cent from the previous year, smaller than the 21 percent jump seen between 2016 and 2017.

Dr John Rowe, a professor of health policy and aging at Columbia University said: “Maybe it’s starting to slow down, but it has not turned around yet. I think it will take several years.”

Accidental drug overdoses account for more than a third of the unintentional injury deaths, and intentional drug overdoses account for about a 10th of the suicides.

A diplomatic row has broken out between Poland and the US after the American ambassador in Warsaw accused senior Polish officials of attempting to intimidate journalists from a US-owned broadcaster.

The dispute concerns the ongoing controversy surrounding an explosive documentary that was broadcast in January on TVN24, the news station of private broadcaster TVN, in which reporters infiltrated a Polish neo-Nazi organisation and broadcast footage of its members holding a birthday party for Adolf Hitler in a Polish forest – complete with a birthday cake decorated with the colours of the Third Reich.

The footage fed concerns over the rise in visibility of Polish far-right movements in recent years, with critics accusing Poland’s ruling rightwing Law and Justice party (PiS) of turning a blind eye to radical nationalist sentiment.

Melania Trump complimented the “fantastic” White House Christmas decorations after the patriotic color scheme triggered protests on social media.

“We are in 21st century, and everybody has a different taste,” Melania said. “I think they look fantastic. I hope everybody will come over and visit it. In real life, they look even more beautiful, and you are all very welcome to visit the White House, the People’s House.”

Melania was responding to the social media pandemonium on Monday after she tweeted a 57-second video of this year’s extravagant holiday decorations, including more than 40 topiary trees — many of which were dyed bright red — 72 handmade paper ornaments and the official White House Christmas tree, an 18-foot fir wrapped in 500 feet of blue velvet ribbon. 


The opulent decorations were hammered as ridiculous and a waste of money, and many said the red trees were reminiscent of bloodshed, particularly in the wake of Border Patrol agents using tear gas to disperse a group of 500 adults and children at the U.S.-Mexico border in Tijuana, Mexico, on Sunday. The White House said the attack was a response to caravan members throwing “projectiles” that hit U.S. Border Patrol officials.
