Spain fires Catalan government following declaration of independence

Carles Puigdemont and his cabinet were formally removed from their posts, and their powers and responsibilities taken over by central government in notices posted to the official state bulletin on Saturday morning.

The orders provided an outline for a takeover approved by the Spanish senate on Friday, but Mariano Rajoy, Spain’s prime minister, now faces the challenge of implementing them.

The Catalan government has not yet responded, but the president, his allies and supporters are widely expected to defy the orders to leave their posts.

Josep Lluís Trapero, head of the regional Mossos d’Esquadra police, who won praise for his response to the August terrorist attacks, has been the only official to say he will comply, accepting a demotion to commissar.

A 10-day general strike has already been called by one of Catalonia’s biggest unions in support of the new republic of Catalonia, starting on Monday. Some of the region’s 200,000 civil servants have already said they will not accept orders from Madrid.

Beyond the sweeping assumption of powers, Madrid took wider aim at the project of Catalan statehood pursued by the regional government. Among other orders, it dismantled informal embassies set up by Catalonia in countries from Denmark to Morocco, and dismissed a tribunal set up to investigate rights abuses during the 1 October referendum, when Spanish police were widely criticised for their use of force.

Rajoy has also dissolved the regional parliament and called elections for 21 December, with a 15-day campaign period laid out in the new orders.

Spain’s deputy prime minister, whose official title is vice-president of the government, Soraya Sáenz de Santamaria – who has managed the government’s response to the Catalan crisis – will run Catalonia on a day-to-day basis until then.

It is not clear whether legislators who supported the independence declaration will be able to run for office again, but polls suggest that a new election would return a similar parliament to the one that proclaimed independence. A slim majority of seats would be held by pro-independence parties, but they would still receive less than half of the popular vote, Associated Press reported.

Catalan opponents of independence are often described as a “silent majority”, and government polls in the run-up to the October referendum suggest their ranks swelled slightly in recent months. 

On Sunday they will hold a long-planned march in support of remaining part of Spain, and turnout is likely to be watched closely, as a barometer of anti-separatist sentiment, although numbers may be swelled by demonstrators joining from other parts of Spain.


The region has been officially self-governing since its statute of autonomy was signed in 1979, as Spain returned to democracy following the death of dictator Gen Francisco Franco.

While North Korea hasn't fired a ballistic missile since mid-September over alleged concerns of further retaliation from China, Russia has no such qualms, and on Thursday night, Russian President Vladimir Putin took part in strategic nuclear forces command and control drills, presidential spokesman Dmitry Peskov said on Friday. "The exercise practiced interaction of the Strategic Missile Force, nuclear-powered submarines of the Northern and Pacific Fleets and long-range aviation of Russia’s."

According to Tass, Putin then personally launched four ballistic missiles: "The supreme commander-in-chief made launches of four ballistic missiles," Peskov said.

Russia’s Defense Ministry reported on Thursday that a planned training exercise was held on that day to practice command and control of the Russian Strategic Nuclear Forces.

During the exercise, three intercontinental ballistic missiles were launched from the nuclear-powered submarines while one missile was test-fired from the Plesetsk cosmodrome in north Russia.

All the practice targets were successfully destroyed.

In addition to the ICBM test launches, the Russian Defense Ministry reported that the exercise involved strategic Tupolev Tu-160, Tu-95MS and Tu-22M3 bombers, which took off from their airbases Ukrainka, Engels and Shaikovka, and launched airborne cruise missiles against ground targets at the practice ranges Kura (Kamchatka), Pemboi (the Republic of Komi) and Terekta (Kazakhstan).

"The training assignments were accomplished in full and all the practice targets were successfully destroyed," the Defense Ministry said.


The exercise was held in accordance with the training plan of the Russian Armed Forces, the ministry said.

Australia's Deputy PM disqualified from Parliament over dual citizenship

Barnaby Joyce ousted by High Court ruling but can stand in December by-election in bid for immediate return on condition he renounces New Zealand passport

Australia's High Court has disqualified the deputy prime minister Barnaby Joyce from sitting in Parliament in a ruling that could cost the government its slender majority.

The decision on Friday to disqualify the deputy PM over a constitutional ban on dual citizens sitting in Parliament means a by-election will be held in December.

Mr Joyce will be able to stand for re-election, having renounced the New Zealand citizenship he unknowingly inherited from his father.

Prime Minister Malcolm Turnbull's conservative coalition has a single-seat majority in the 150-seat House of Representatives where parties form governments.

And with the government trailing the opposition Labour Party in opinion polls, voters could use the by-election to toss both Joyce and his government out of office.

Speaking to reporters after the court ruling, Mr Joyce said: “I was always apprehensive, some people say I'm a natural pessimist, I'm naturally cautious and I was always prepared for this outcome.

“I'm going to make sure that I don't cry in my beer, I'm going to get back to work and work hard for the people of my electorate.”

The court also disqualified four of the six senators referred to court, including government minister Fiona Nash.

Disqualified senators are replaced by members of their own parties without an election so the balance of power is not altered.

Another government minister Matt Canavan, who the court heard might have inherited Italian citizenship from his Australian-born mother through his Italian grandparents, was allowed to stay in Parliament.

Nick Xenophon was also allowed to stay in Parliament. He was born to Cypriot and Greek-born parents and checked with both embassies to ensure he wasn't a citizen of those countries.

He later discovered he was British because his father left Cyprus while it was a British colony.

The constitution bans dual nationals from Parliament, a prohibition that critics have condemned as outdated in a country where almost half the people are immigrants or have an overseas-born parent.

The lawmakers were exposed as dual citizens as media scrutiny escalated after Scott Ludlam declared in July that he was a New Zealander and had been illegally elected three times over a decade.

Previously only two politicians had ever been caught out by the foreign citizen ban, although other dual citizens have almost certainly served in the Parliament undetected.

The government had argued that only Ludlam and Malcolm Roberts, a senator in the minor One Nation party, should be expelled because they had failed to take reasonable steps to ensure that they only held Australian citizenship.

Solicitor-General Stephen Donaghue had told the High Court judges that the other five should not be disqualified from Parliament for breaching the constitution because they did not voluntarily acquire or retain citizenship of another country.

A clause in the constitution says “a subject or citizen of a foreign power” is not eligible to be elected to Parliament.

Donaghue, however, argued that the clause “cannot be read literally”.

“If a person is not aware either that they are a dual citizen or of a significant prospect that they are, in our submission by definition that person cannot have a split allegiance,” he told the court.

Bret Walker, a lawyer for Joyce and Nash, told the court that neither knew until recently that they were dual citizens of New Zealand and Britain, respectively.
