Ukrainian President Petro Poroshenko rejects call for anti-corruption court
President Petro Poroshenko told the CBC's Rosemary Barton that he will not set up an anti-corruption court in his country, which ranks 131 out of 176 countries on a corruption index. 'All courts in the country should be anti-corruption,' he says. (CBC)
Ukrainian President Petro Poroshenko says judicial reform aimed at rooting out corruption in his country will be introduced in two weeks, but the leader rejects calls for the creation of an independent anti-corruption court.
"I am absolutely confident that it is vital for us to create anti-corruption system in the whole court institution of Ukraine," Poroshenko said in an exclusive interview with CBC's Rosemary Barton. "I think it should happen, it should be launched in two weeks' time."
Reform of Ukraine's judicial system began in 2015, designed to restore public confidence in the judiciary and root out corruption.
But Transparency International, a global anti-corruption group, ranked Ukraine a poor 131 out of 176 countries in its 2016 Corruption Perceptions Index, released in January. Denmark came first while Canada was ranked in ninth position.
The global watchdog says that Ukraine, unlike many European countries, does not have a judicial system with a reputation for independent and fair justice based on the rule of law.
"People do not trust the judiciary to hold the powerful to account, because the courts have shied away from this in the past," said José Ugaz, chairman of Transparency International in a statement last Wednesday. "Ukraine should adopt an independent anti-corruption court to ensure that nepotism and cronyism play no part in how justice is delivered in Ukraine."
In order to unlock the next instalment of Ukraine's $17.5 billion US aid package, the International Monetary Fund wants Ukraine to put forward legislation to set up anti-corruption courts in Ukraine.
The IMF aid package was established to help Ukraine recover from a two-year recession, following the annexation of Crimea by Russia in 2014.
But Poroshenko suggests there is no need to set up specialized courts focused on corruption.
"The answer is very simple. All courts in the country should be anti-corruption. This is the same way they do it in Canada, like they do it in the United States," he said.

There is my little country(Slovenia) there which used to be part of Yugoslavian nations(green)...it all fall apart due to lost moral(divide and conquer game from the West and Tito's stupidity who was foremost unwilling to connect with Russia - Yugoslavia could easily prosper into larger system with Albania, Bulgaria, and possibly even more, but system had instead no vision under him and even less after others took over...). Ukrainian President Signs Controversial Language Bill Into Law
Ukraine's president has signed into law a controversial bill that makes Ukrainian the required language of study in state schools from the fifth grade on.
Petro Poroshenko signed the measure on September 25 after days of criticism, particularly from Ukraine’s ethnic minorities.
The bill does not outlaw instruction in other languages; students can still learn their native languages as a separate subject.
But that hasn’t assuaged the fears of groups such as Poles, Romanians, and Hungarians, all of which have sizable ethnic communities in Ukraine. Russia has been particularly vociferous in its criticism, with the Foreign Ministry asserted this month that the law was designed to "forcefully establish a mono-ethnic language regime in a multinational state." Poroshenko in signing the bill insisted that it "is in harmony with European standards and is an example for neighboring countries," according to a statement on the presidential website. "The law raises the role of Ukrainian as a state language in the education process," he said. "The law ensures equal opportunities for all...It guarantees every graduate strong language skills essential for a successful career in Ukraine." Language has become a hot-button issue across the country, particularly in eastern regions where the majority of the population speaks Russian as its first language. The bill's language requirement overturns a 2012 law passed under Moscow-friendly President Viktor Yanukovych, who fled to Russia two years later amid mass street protests.
That legislation allowed for minorities to introduce their languages in regions where they represented more than 10 percent of the population.

Juncker to start EU army by 2029 WITH NO CONSENT from voters
JEAN-CLAUDE Juncker has fleshed out his plans for an EU-wide army which he is attempting to push through without consent from voters.
The president of the EU Commission laid out his vision for the bloc in his State of the Union address, which he delivered on Wednesday.
He outlined plans for universal membership of the Eurozone and Schengen, reaffirmed close cooperation on defence, detailed plans for an independent EU finance minister, and recommendedn the presidencies of European Union and European Council are merged.
But his plans for an EU army were met with alarm by some, with Jean-Claude Juncker claiming there is a desperate need to set one up - and it was high on the agenda.
He said: “The European Union should also have more influence on the world stage. But it needs to be able to take its foreign policy decisions more swiftly.
